Rome is full of potholes and bumps, bumps, stray stones and landslides, all good things scattered in many different sizes, almost everywhere.
I think it has to do with the matter of the ruins and tourists. With the holes the tourists are believed to be among the ruins of ancient Rome and happier, however, are the remains of the works and road maintenance.
